Over the last few years, the Virtual Police Department has been battling with an increased crime rate perpetuated by the Very Bad Bike Club gang unsuccessfully. With good strategies, the department believes they can arrest all members of the Very Bad Bike Club and charge them with conspiracy to sell illegal drugs, conspiracy to manufacture illegal drugs, and participation in a criminal enterprise. Individual members can also be charged with crimes that range from possession of illegal drugs, murder, illegal possession of firearms, robbery, aggravated assault, attempted robbery, parole violations, and attempted murder. However, the department’s efforts in arresting and charging members of the Very Bad Bike Club have resulted in only a few successful prosecutions and this has emboldened the Very Bad Bike Club.
The gang has grown tremendously over the last three years with active members both inside and outside of jail actively planning or committing violent crimes against innocent members of the society (Dawson & Stanko, 2015). This worrisome trend has made Chief Moore call the head of all departments that fight crime. He wants all the stakeholders to help come up with a strategy that can be used to fight the Very Bad Bike Club and finish its activities for good. As the head of the Virtual Police Department VBBC task force, I have been tasked by Chief Moore to come up with a list of resources we will require as a team to fight the gang and ensure that all its members are arrested and prosecuted.
As the agency that will be directly involved in bringing down the members of the Very Bad Bike Club, the Virtual Police Department VBBC task force will require immense resources. The members of this task force will be in charge of investigations, the collection of evidence, and compilations of evidence to guarantee watertight cases that can lead to the successful conviction of the gang members. In order for the task force to be able to accomplish these tasks effectively, a number of resources need to be availed. The police department should avail an adequate number of police officers to the task force (Dawson & Stanko, 2015). The Police department should also employ two new police officers as recommended by me as the leader of the task force. The main responsibility of these new police officers will be to act as undercover police officers where they will be tasked with infiltrating the Very Bad Bike Club and collect evidence from within the organization (Dawson & Stanko, 2015). We have noted that many informers we tried to infiltrate the gang are quickly discovered by the gang and they end up being excommunicated making it hard for them to give us solid information that can be used against John “Jacky” Pole and other leaders of the gang.
Currently, the task force has been allocated $30,000 but this money is not enough. To be able to accomplish our mandate we have come up with a budget of $100,000. If the task force is allocated this money, they will be able to conduct major investigations that cover wide geographical locations where the gang operates. The operations will also target prison facilities across the region to curb the gang’s operations from the prison (Weisburd, Bushway, Lum, & Yang, 2014). Preliminary investigations show that the gang is active in prisons where members are engaged in drug-related criminal activities (Dawson & Stanko, 2015).
There is a good crime lab in Virtual City that has been used to process all evidence collected from crime scenes. However, a major overhaul of this lab is required as some of the scientific tools used to process evidence are out-dated. There is a need to equip the lab with the latest technological devices and tools to enable lab technicians to process evidence much faster. This will play a major role in attaining the objective of this project, which is to eliminate the gang from Virtual City and the surrounding areas.
It is important to analyze data from past operations as it can help the task force and the whole police department to understand the progress made in the fight against the gang and its operations. The records show the prosecution success rate stands at a low of 30%. The reasons behind these statistics are poor investigation strategies that rely on out-dated investigation methods. For this reason, it is imperative for the Virtual Police Department VBBC task force to be supported by the Police Department through resource allocation. This will make it possible for the task force to start using contemporary and modern investigation strategies that utilize technology to help collect irrefutable evidence against members of the gang.
As the leader of the Virtual Police Department VBBC task force, I believe that if the required resources are availed to us by the Police Department, then it will be a matter of time before we successfully arraign all members of the gang in court. The task force will also ensure we work with other agencies in the criminal justice system such as prisons to ensure that gang members are monitored closely to ensure they do not continue running their operations from the prison. If these steps are followed, then the Very Bad Bike Club will be eradicated from the Virtual City.
