Emergency Support Function #7 (ESF7) derives authority from directives. In order for activation, certain actions are needed in accordance with these directives. The directives include:

2. Homeland Security Presidential Directive 5

3. Homeland Security Presidential Directive 8

4. Post-Katrina Emergency Management Reform Act of 2006

You are a staff member, Office of the Texas Governor, and have been tasked to investigate how the State can improve logistic support to disasters such as Hurricane Harvey based on the directives. A conference will be held in two weeks to educate the committee.
